– Pursuant to Decree No. 36/2016/ND-CP dated 15 May 2016, Decree No. 169/2018/ND-CP dated 31 December 2018 and Decree No. 03/2020/ND-CP dated 01 January 2020 of the Government on medical equipment management (hereinafter referred to as Decree), Departments of Health of provinces and centrally-run cities have receiving, processing and returning results of receipt forms for publication of 03 administrative procedures on the online public service system on medical equipment management at https://dmec.moh.gov.vn.
Recently, the status of Covid-19 epidemic in Vietnam and around the world has become complicated and unpredictable, the demand for medical equipment to fight the epidemic has increased, especially especially preventive, anti-epidemic medical supplies such as medical gloves, medical masks and preventive, anti-epidemic clothes. Currently, medical gloves are one of the products with very high demand for domestic use as well as export, attracting many investors to invest in producing, trading and export. However, through recent operations, working with Departments of Health and combined inspection and post-inspection of a number of medical equipment manufacturing units, it has been shown there is still a lack of strictness and improper regulations on production and business management on the management and receipt of declarations of eligibility for medical equipment production, creating loopholes for the phenomenon of trade fraud, poor quality and smuggled products sold on the market, causing consequences and difficulties for managing activities.
Up to now, according to statistics on the online public service system of the Ministry of Health, by the end of March 2021, there were 25 units declared qualified to produce medical gloves at 11 Departments of Health (According to the appendix attached) throughout the country. The Ministry of Health (Department of Medical Equipment and Construction) respectfully recommends that the Departments of Health:
1. Along with facilitating, supporting and encouraging production development, it is necessary to strictly manage units producing and trading medical equipment in the area, especially units producing preventive, anti-epidemic equipment such as medical gloves, medical masks, etc. that newly announced of ensuring quality and compliance with regulations.
2. For Departments of Health that there are medical glove manufacturing units in the area, please urgently check up and strictly control production conditions according to regulations (for 25 units that have published and also new units); guide, rectify and revoke the receipt of declarations of eligibility for medical equipment production if the unit does not meet the requirements (on the main responsible person; system, process of manufacturing and equipment installation; system not yet qualified to operate, etc.).
For cases of revocation of the receipt of declarations of eligibility for medical equipment production, an urgent report should be sent to the Ministry of Health to promptly coordinate the revocation of the Certificate of Free Circulation (CFS), and at the same time notify for the relevant Departments of Health to revoke the receipt of declaration of Type A medical equipment of the announced production units according to regulations.
